我觉得就是说 在增加xxx的同时相反的减少了xxx， 或者就后面整个decreasing 是修饰前面整个句子的。这题我用排除法做的。哈哈哈。

while这些从句时，如果主语相同，可以省略主语，用ving的形式表述

B如果最前面加and就对了，不加and的话容易把decrease。。。看成和前面三个并列。

我感觉最好选increase和decrease并列，gmat喜欢这种模式。退而次之decreasing做伴随也没有错误

抓主干的动词：1）increase数据库连接；2）funding 观察小组；3）derease暴力犯罪的假释机会。根据未划线部分的提示，increase和decrease是平行的 而funding是modifier；划线部分的programs应该和观察小组平行，否则句子结构就破坏了 比如AB programs前面都缺了and；D increase programs搭配不对 如果是为了增加program数量 也应该是increase the number of programs；而且increase放在这里句子结构又被破坏了 除非前面加and；另外表示目的应该用to rehabilitate而不是for；E的句意已经偏向爪哇国了
